While the water demand module pools together the demands accross the sectors (in function of the quality required) for each county, the allocation module insures that those demands are met and finds the optimal repartition among the sources at disposal so that the costs are minimized.

For the current situation simulation run, the withdrawals are not optimised. They are based on the USGS 2010 data set with an additional processing to ensure consistency (e.g. that the total volume of demanded water matches the total withdrawals)
